As Cavindar Bull writes in his Preface, this edition of Singapore Civil Procedure arrives at pivotal moment for the Rules. 

"Recommendations for the transformation of Singapore’s civil procedure rules have been made by the Civil Justice Commission established by Chief Justice Sundaresh Menon, as well as the Civil Justice Review Committee set up by the Ministry of Law. Those recommendations are aimed at simplifying and updating the Rules of Court in order to eliminate wastage of time and cost. They also aim to promote technology and allow greater judicial control of the litigation process."

Meanwhile, as this process unfolds, the old rules will still apply, and this New Edition continues the great tradition of providing the Singapore Whitebook's detailed commentary on the Rules of Court, updated with recent case law and other developments. These updates remain important as such guidance will also remain relevant to interpreting aspects of the new rules once they are made available.
